About the Role

The Manager, Technical Operations is responsible for Technical System Maintenance for the Disney Adventure and other vessels within the Asia & Pacific region. This role will manage the Marine Technical Operations (MTO) technical team as assigned, including personnel development aspects. This role will be responsible for assigned shipboard technical systems upkeep and performance including but not limited to gaseous and liquid fuels, ballast and fresh water. Assist in the development and planning of key maintenance periods in line with the vessels planned operational profile. Appoint and manage subcontractors to deliver contract maintenance and repairs on time and within approved budgets. Review, adjust and introduce procedures and work instructions for areas of responsibility. This role will also be responsible for ensuring proper record keeping is maintained and that Classification and Regulatory compliance is adhered to.

This role will report to the Director, Marine & Technical Operations in Singapore.

Responsibilities:

  • Assist with departmental budgets for areas of responsibility.
  • Liaison with applicable Flag State, Port State, international, and classification society for areas of responsibility.
  • Oversee compliance with technical aspects of applicable Flag State, Port State, international, and classification society resolutions and requirements, including maintenance verification under Classification Society Continuous Survey Hull and Machinery.
  • Oversee maintenance support for the Disney Adventure and other vessels within the Asia & Pacific region ensuring that proper documentation processes are followed within the company-approved maintenance system.
  • Oversight and management of DCL standards and operations for fuels and IMO IGF Code and applicable Regulations in coordination with assigned Ship Teams, Classification Society and Vendors.
  • Arrange and oversee engine and fuel systems maintenance and conversion planning, Approval Procedure and Documentation in line with applicable standards, e.g. IMO SOLAS, IMO International Code for Low Flashpoint Fuels (IGF Code), and Det Norske Veritas Rules for Ships.
  • Oversee Engineering documentation updating for hazardous areas works (Hazardous Areas Zoning Plans, Hazard Identification Analyses, Hazard and Operability Studies, Schedule of electrical powered installations, OEM Nationally Accredited Approval Certification and therein referenced documentation, Installation and Service Records, Classification Society Survey).
  • Manage Fuel Bunkering Agreements (e.g. bio-fuel and low flashpoint bunkering planning and execution, etc.) with Chief Engineer and Team, Sourcing and Fuel supplier Manage assigned Electrical Engineering work, including Management of Specialist Vendors.
  • Oversee Ship Marine & Technical Officers and Island Technical Team (DCL Senior Officers, Officers) in coordination with Original Equipment Manufacturers and experts with Regulatory Surveyors.
  • Ensure approvals and compliance are in place for mandatory Marine Mechanical Engineering, Safety and other Engineering Regulations for planned work, including design and type approvals, Factory Testing and Harbor Trials.
  • Maintain current & update shore-based library of Engineering information in systems of record relative to assigned ship(s).
  • Provide continuous availability of shore-side provided spares and materials for shipboard use.
  • Maintain the operational and engineering standards for the ship Engineering Department.
  • Assist in the planning and execution of long-term maintenance and inspection opportunities (including In- water Surveys (IWS), wet and Dry Docking periods).
  • See that corrective and preventive actions are taken regarding reported issues within area of responsibility.
  • Provide shoreside oversight of technical gaseous and fluid system operations (including methanol and LNG).
  • Conduct regular ship visits submitting superintendent/Vessel assessments as necessary.
  • Act as Line Manager for assigned staff.
  • In collaboration with Disney Cruise Line recruiting partners, identify and interview suitable technical personnel as part of the talent hiring process.
  • Undertake additional projects and work assignments as assigned by Marine & Technical Operations leadership.

Safety Management System (SMS) Responsibilities:

  • Implementation of the general safety management responsibilities as detailed within the company Safety Management System (SMS).
  • Responsible for implementing Safety Management System policies and procedures related to areas of responsibilities, ensuring operating procedures pertaining to both shipboard and shore-based technical operating practices are in place and functioning in compliance with the SMS. 
  • Manage DCL SMS Continuous Improvement Reports (CIR) pertaining to issues within areas of responsibility.
  • Provide shore-based assistance for Masters and his Officers to maintain safe ship operations. 
  • Assist and keep the Dir-Marine & Technical Operations in Singapore informed of ongoing and planned matters relevant to issues and materials in the SMS.
  • Run monthly status reports on overdue maintenance including key equipment.

Requirements:

  • Minimum 5 years of experience as Cruise Technical Superintendent, Shipping Industry Technical Engineering Roles, or relevant role.
  • Familiarity with Marine Engineering Safety, Environmental, Public Health and Security Regulations.
  • Qualified as a Marine/Mechanical Engineer or Naval Architect.
  • Experience using computer based planned maintenance systems.
  • Knowledgeable and efficient with the use of computers and related technology.

Preferred Qualifications:

  • Technical knowledge and experience with liquefied natural gas (LNG) as a marine fuel is beneficial but not essential.
  • Project management certification

Required Education:

  • Bachelor’s degree in marine engineering or equivalent

Preferred Education:

  • MBA preferred
